Provide technical assistance and process safety support for start-up of nitrocellulose and process propellant manufacturing plant in Mulwala, Australia. Assistance in hazard analysis and JSA’s for all processes and to assist in design, construction, and commissioning of modernization of facility in Mulwala for manufacturing of nitrocellose and single\double base gun propellants for the Australian Defense Department.

Accomplishments:

·         Helped develop process safety procedures

·         Two months onsite to conduct PSM auditing of explosive operations of nitrocellulose and propellant plant.

·         Help startup nitrocellulose plant without incident by providing pre-startup safety reviews of all covered processes.

Manage the workers compensation, loss control, medical programs, and industrial hygiene. Manage PSM, DOT, hazardous waste management, fire protection, safety systems, procedures, training, emergency response, and contractor safety programs. Provide technical support to all levels of management and line organizations to develop and maintain the environmental safety and health programs for the facilities. Developed PSM program and procedures for Moses Lake facility and conducted hazard analysis for all processes for plant operations. This included taking the plant that was audited in PSM from red rating to green rating within a year and a half. Conducted many PSM audits within my own facility and several other GD locations within the US. Participate and comply with WISHA, DOE, DOD, OSHA, ATF, DCMA, DEA, and other regulatory agencies.

Participate and comply with Nevada State OSHA (NEOSH) and other state and federal regulatory agencies.

Accomplishments:

·         Developed and implemented safety & health procedures and systems for all four plants.

·         Reduced incidents by doing a gap analysis, education, root cause, which resulted in a 63% reduction from 11/01 by 4/03 to present. Incident rate starting out was 3.7 is now Zero.

·         Developed and Implemented a Radiation Safety Program,

Accomplishments:

·         Developed and implemented many programs, procedures and plans for the company. Developed safety plan, strategy, and emergency response plan before deadline and implemented program 2 months ahead of required schedule.

·         Developed and rolled out VPP Star Program, ISO 14001, and (Behavioral Safety) programs to improve the safety culture.

·         Developed an audit module to cross-reference US regulations and Germany regulations for auditing purposes of our facilities in Germany and other explosive operations in Europe, (i.e. Austria, Netherlands, England).

·         Coordinated required process testing and PHA’s that was needed to be done for explosives and/or materials by target completion within the milestones on each project; this includes all safety & environmental, contractors, engineering, design reviews, code studies, on all processes.

·         performing and completing JSA’s and PHA’s  on all processes and implementing the changes,
